Hassan O. Halas.

has an MBA (Accounting Emphasis) from California State University School of Business and Public Administration,

 Fresno in 1986 and BA from Somali National University, Lafole College of Education, Afgoi, Somalia  in 1981



1. Diploma on Micro-credit and entrepreneurship skills, University of East Anglia, Norwich, UK in 2001;

2. Certificate on Planning and Management of Basic Development Needs, a community-based multi-sectoral socio-economic development program for the improvement of quality of life of poor  communities,  World Health Organization (WHO), Pakistan, in 1998.


Work Experience:

Hassan O. Halas has been the Director of Administration and Finance and Director of Operations in succession for the  Academy for Peace and Development (APD),a credible research organization which researches on peace and state-building issues in Somaliland, a Partner  with Interpeace from 2004 to 2016. Mr Halas was also  member of Senior Management Team of the Academy.


Hassan O. Halas has worked for WHO as National Focal Person for Basic Development Needs(BDN) Program both for  Somaliland and Somalia (1995- 2002) in which socio-economic development needs of communities such as water and sanitation, education , health, income generation and  community organization surveyed; basic development needs  identified and prioritized; and addressed with the participation of beneficiaries and with the support of WHO and other international organizations. Mr. Halas has succeeded to implement BDN more than 50 villages in Somalia and Somaliland.


 Mr. Halas has also worked in Afghanistan for WHO as short-term consultant on income generation activities and established micro-credit revolving loan funds mechanism for income generation activities in WHO Basic Development Needs (BDN) Program villages in 2002.


Since the collapse of Somali State in 1991, Mr. Halas has worked in different capacities as an executive director of local NGO(SARURA) which involved in rehabilitation of social and economic infrastructures in rural villages ; voluntarily participated in the mediation and prevention of clan-based violent conflicts with traditional elders; and was member of preparatory team of Somaliland state and peace building Borama Grand Peace Conference in 1993.    


Additionally, Mr. Halas was the founder and Dean of Faculty  of Business and Public Administration of Amoud University in from 1998 - 2002, developed the academic programs; mobilized the teaching staff and materials ; and was member of University management team.   


Finally, Hassan O. Halas has provides business consultancy services to small and medium-sized enterprises in the country and  has  established them accounting and financial management systems; and assists in the formation start-up businesses. He conducted business feasibility studies funded by international organizations; researched Somaliland Medium and micro-enterprises for Somaliland Ministry of Planning funded UNDOS; and developed five-year  regional development plan for Awdal Region with Somaliland Ministry of National Planning and Coordination.
